County Mayor
David Pennington
David Pennington was born in Tullahoma, TN in April of 1950. Through his youth he grew up dreaming of becoming a successful business professional in the area. At age 12, he began working at his family’s Restaurant in Tullahoma. In 1965 at the age of 15, he began working for his Father and Mother at their small restaurant in Manchester called the Jiffy Burger. In this place, he saw his potential to become the person of his dreams. By age 18, he became the operator and soon after purchased the restaurant from his father. He worked at the Jiffy Burger for forty one years, until he was recently elected County Mayor. David married Nancy Duke in 1968 and had their first child, a daughter (Tracy) in 1969 and later a son (Bryan) in 1973. Tracy graduated from Middle Tennessee State University and married Scot St. John. Together, they have two daughters Haley and Emily. Bryan graduated from the University of Tennessee at Chattanooga and married his high school sweetheart Alesia Henry.
Through the years, David became involved in municipal affairs with the City by serving and Chairing on the City’s Planning Commission. Here, he and the other Commission members reviewed zoning proposals and made recommendations with regards to Manchester’s growth and prosperity. He also Chaired the City’s Tourism Committee. Through his leadership, the Tourism Committee began utilizing the existing City infrastructure in order to attract tourist to the area, thus relieving some of the tax burden on local citizens. By serving on these Boards, he has tried to help steer the Community through proactive leadership.
David currently lives in the Manchester City limits, but has lived in the County and Tullahoma. He views Coffee County as one community. He believes that all three governmental bodies should work together to achieve an overall better community and quality of life for the constituents. David believes that he can help bridge a gap that exists between the cities and county in order to make the governmental process more efficient. David believes that working closely with the County Commission, County constituents, and by utilizing the workforce of the County government, many necessary projects and changes can be completed in an efficient and financially feasible manner. Listening to the people of the County and working with the County Commission to identify and timeline for the most necessary projects would be the first step in completing many of the proposed projects. By building a database that outlines the project, cost and estimated completion date, constituents in the County would be able to identify their specific needs. This data base would /could be reviewed annually to reflect the needs of the county. David believes that by listening to the needs of the County constituents and allowing the Commissioners to play an active and vital role in the decision making process, this would make the course of action less bureaucratic, more efficient, and would reflect the needs of the entire county. This reasoning is based on the simple fact that honesty and information flow would allow the process to be discussed in an open public forum by all involved. It is David’s belief that “a person should truly do what better benefits the people and the county and not letting personal issues or greed to become involved in County’s business.”
